In this article,the author first compares the connotation and extension of the concepts of scale management and scale merit.Then he analyzes that agriculture is not a typical scale management industry.He discusses the reverse relationship between farm size and land productivity.Finally,he draws a conclusion that it is an inevitable trend to achieve the moderate scale management of land in order to increase the farmers＇ income.The author also analyzes the specific conditions and sums up the types of the moderate scale management of land.He reckons that the transfer of the contractual right of land can be carried out according to market choice and on farmers voluntary basis and its external conditions should be improved at the same time.
