摘要
理顺职业教育集团化办学各主体的地位和功能是其健康发展的必要条件。在外部，需要建立一个与社会主义市场经济体制相适应、政府宏观调控、市场有限调节、社会广泛参与的管理体制。在内部，需要建立科学的组织治理结构，通过制度设计，建立统一的行为规范和利益协调规则，充分体现职业教育集团化办学多元主体的多元利益。
Clarification of status and function of each subject of running school by vocational education group is necessary conditions for its healthy development. Outside school, the management system that adapt to socialism market economy system, adjusted macroscopically by government, finitely adjusted by market and broadly participated by society should be built. Inside vocational education group, scientific organization administration structure and unified behavior regulation and benefit harmonization rules should be built to fully embody multi-benefit of various school running subjects.
