对新疆粮食安全的近忧与远虑

Worries over Xinjiang’s Food Safety Now and in the Future

作者应《新疆粮食安全研究》课题组的委托,在实地调研和对统计数据分析的基础上,对新疆的粮食安全进行了思考,认为:粮食生产蚀本,农民无利可图;谷贱伤农老话,政策执行太偏;统一掌控粮源,未必粮食安全;确保粮食安全,放开价格管制。

This paper is based on the program Food Security in Xinjiang. According to the field research and analysis of data collected, some thoughts are provided on the food security in Xinjiang. The main conclusion is： it is money-losing for farmers to grow grains; farmers are still being harmed by the low price of their grains and improper implementation of policies; unified administration and control of food sources does not necessarily lead to food security; and it is imperative to ensure food security and relax price controls.
