The paper concludes that the key of successful application of the PPP includes cooperating and sharing. The cooperating means cooperation between public and private, that involves the human, financial and material resources.The sharing involves the distribution of power, the participation of responsibility and profit between public and private. Until the combination of the＂cooperating＂ and the ＂sharing＂, the PPP can carry out more steady, widely and farther.
