The decentralized funding system in American research and development and characteristics combining teaching and advanced research in American universities, which are major sources of American vigorous creativity. The competitive funding mechanism, inclu- ding merit-based review and peer-review, guarantees the quality of federal funding research, and boosts the development of research universities. The decentralized and diversified funding source also safeguards the university autonomy.
