当下,欧盟实现了具有重要意义的政策创新。欧盟一体化进程的推进,与地区冲突管理模式创新之间有着紧密的相关性。欧盟主导处理冲突的"欧洲化"模式,代表着一种进程,即"将冲突的最终结果,与一体化的水平或者说欧洲处理冲突的其他结构联结在一起"。欧洲的整合已成为二战以后该地区秩序稳定的重要因素。通过一体化,欧盟为寻求地区冲突的解决探索了一条可供选择的道路。

The author observed that EU has achieved a significant policy innovation. The EU integration process is closely related to innovation in mechanisms of regional conflict resolution. The EU-led ＂Europeanization＂ mode of conflict management represents a process of ＂linking the final outcome of the conflict with the degree of integration or other association of conflict manage- ment. ＂ EU integration has become an important factor that contributes to the stability of the post World War II order in Europe, and presents a working alternative for resolution of regional conflicts.
