我国政府教育经费投入不足的原因与对策

中国政府教育投入长期以来远远低于国际水平,不能满足教育发展的基本需要。其原因主要不是财政收入占GDP的比例太低,而是政府治理结构不完善和各级政府教育经费负担责任划分不合理。规范财政收支,完善政府治理结构,创新政府教育经费负担制度,是提高政府教育经费投入水平的必要条件。

The government funding for education in China has long been far below the international standard, and can not meet the basic needs of the development of education. The main reason is not that its financial revenue in the proportion of GDP is too low, but the imperfect governance structure and unreasonable burden on the division of responsibilities of all lev- els of government funding for education. To standardize the financial revenue and expenditure, to improve the governance structure and to innovate the burden of government funding system for education are the compulsory conditions to raise the level of government funding for education.
