第三部门公共服务供给的“二重性”及发展方向

The Dual Character of the Third Sector on Supplying Public Service and its Development Orientation

构建服务型政府需要发挥第三部门的积极作用,但是,当前中国第三部门体制内和体制外二重属性的特殊性,却影响着其发挥公共服务的供给作用。需要认识到这种"二重性"与第三部门提供公共服务的限度之间的内在联系,并区别对待不同形态的第三部门。在此基础上,着眼于其提供公共服务的潜力,扶持第三部门的发展,以为构建服务型政府所用。

Building service-oriented government needs the positive role of the third sector, but the third sector in contemporary China has dual character. They are main part both inner-system and outer-system, and can influence their effects of supplying public service. We should know the relation between the dual character and the limit of the third sector on supplying public service, and distinguish different types of them. On this foundation, we should have our eyes on the potentialities of supplying public service of the third sector, and give aid to the development of them. On this way, the third sector can be useful for building service-oriented government.
