试论90年代欧盟高科技研究与发展战略的特点及中国的对策

９０年代欧盟高科技研究与发展的走势是趋于一体化。这种高科技战略联盟的主要特点是研究整体性、项目选择性和成果商业性。欧盟高科技研究与发展一体化的趋势及特点与不完全竞争市场中高科技的主导作用，欧盟统一步伐的加快以及美、日、欧在高科技领域的竞争加剧有着密切的关系。针对欧盟高科技研究与发展在９０年代出现的新特点，中国所应采取的对策是利用与借鉴。要积极引进欧盟的先进技术，加强与其在高科技领域的合作。同时，要学习欧盟发展高科技的经验。

Abstract The research and development tendency of the EU advanced science and technology in 90s is integration.Its characterastic is the integracity for researches,the selectivity for items and the commereciality for achievements.In the light of its new characterastic,the measures we should take are utilization and reference.We should introduce EU advanced technologies and strengthen the cooperation in this field.Meanwhile,we should learn from its experiences for the purpose of improving the advanced science and technology research and development in China.
