当前经济改革的热点、难点和关键

Hotspot, Difficulties and Crux in Present Economic Reform

作者认为，应当高度重视当前我国企业改制中出现的问题；今后改革的难点在于如何建立适当的体制等６个方面。在此基础上，作者认为下一步经济改革的关键问题是：建立法制化、程序化、公开化的公有资本管理秩序，清除政府官员不依据法律而任意干预公有资本经营的可能性。

AbstractThe author considers that great attention should be paid to the problems occurred in the reform of China's state enterprises and the difficulties of the reform afterwards would emerge from 6 fields of how to establish proper structures, etc. The author further considers that the cruxes of economics reform next step would be: legitimization, programming, and publicity of managerial order of public-owned capital; wiping out the possibility of unlawful intervention by government officers at their wills in the management of public-owned capital and the setup of a just legal system to ensure efficiency.
