摘要
国有企业建立现代企业制度的实质,一是引入有限责任制度,实现产权多元化,通过重新分割和界定初始产权来改变“官控官营”的格局;二是通过法人制度把稀缺资源集中到高素质的经理人员手中,由企业家来专心致志地经营管理企业;三是建立健全管理机制和权力制衡机制,解决国有企业长期存在的管理者与被管理者“二重角色背反”的问题,使管理者敢管,被管理者服管。遵循这三条。
AbstractThe essentials for state owned enterprises to set up modern enterprise system are: firstly, to introduce limited responsibility system and realize pluralism of property right, and to change the situation of “officers' control and officers’ management' through the redemarcation and delineation of initial property rights; secondly, let the scare resources be gathered into the hands of high-quality managers through legal person system thus let the entrepreneurs devoted themselves wholeheartedly to manage and operate the enterprises; thirdly, to set up healthy managerial mechanism and power-balancing mechanism in order to solve the problem of “dual actors' counteractives” between the governors and the governed long existed in SOE and thus let governors dare to control and the governees willingly to observe disciplines.So long as these three points are observed, the SOEs could step into a path of successfulness.
