我国海洋高新技术发展的战略对策

The Developing Strategy of Ocean High Technology in China

海洋高新技术对于开启海洋资源宝库、改善生存发展环境、维护国家权益具有特殊战略意义;许多国家大力进行开发，形成了新的技术体系;我国也取得较大成就，但还存在不少问题;我国需要采取的对策是：列入国家技术战略优先地位，建立多渠道资金投入体系，整合全国海洋队伍，创建科技经济一体化体制，通过国际合作提高本国自主创新能力。

The Ocean high technology plays a very important role in development of ocean resources, improvement of marine environment, and upholding of state sovereignty. So many governments do their best to develop it and creat the new technology system. A large achievement also has been made in China, but there are some problems at the same time. The countermeasures that should be considered are as follows: the development of ocean high technology must take precedence of others in state strategy; various input-system of capital should be set up: integrating the different research forces, technology and economy: improving the ability of self-innovation by inter-cooperation with other countries.
