National Security:the Scope and Meaning——a realistic perspective

冷战时期，当安全问题在国际关系中的“高级政治”地位还不可动摇的时候，罗伯特·基欧汉就已经在他于1977年出版的《权力与相互依赖》一书中，敏锐地捕捉到了经济的相互依赖给国家安全象征主义带来的挑战：“国家安全”概念的含糊性变得更加明显，因为各种各样往往是互不一致的卷入都以国家安全为借口。冷战后，由于相互依赖的不断深入而形成的全球化浪潮进一步加强了经济和文化因素在国际关系中的作用。国家安全是不是像一些学者提出的那样，已经演变为以经济安全为主的包括信息安全、文化安全、科技安全等等在内的综合安全印本文试图从学术的角度探讨这一重要的问题。

The article tries to give a deep discourse on the scope and connotation of international security, on the basis of which the security situation is analyzed. International security should be defined as the outside military threat, and the judgment depends mainly on the distribution of capabilities. The article believes that the concept of national security should not be overstretched for security means the feeling for physical survival. National interests can get better promotion on an accurate and clear national security concept.
