A Primary Investigation on the Changes of ASEAN-EU Relationship

东盟与欧盟（当时为欧共体）的关系始于20世纪70年代初期，但是东南亚国家与欧洲国家的联系可以追溯到17、18世纪欧洲国家在东南亚的殖民扩张时代。早期欧洲国家与大多数东南亚国家间是宗主国与殖民地的关系，这种关系一直持续到二战日本人侵时为止。此后，东南亚与欧洲国家的关系中断，成为“彼此忽略”的两个区域。

It is nearly forty years since ASEAN built up the relationship with the EU. When looking back the changes of bilateral relationship, we can see the international condition was the external factor which led the way. However, the different stands of the two organizations are the main causes that prevents the relationship from stepping forward. While the relationship improved, the two organizations still faced many obstacles, includ- ing the consultative institution setting and the inner problems relevant to the two organizations. How to solve these obstacles is the necessary condition for the future development of the ASEAN-EU relationship.
