摘要
水资源合理配置是实现水资源可持续利用的有效调控措施之一。艾比湖流域水资源合理配置模型是以水资源供需分析为基础,采用水文长系列模拟计算方法,优先满足重点生态环境保护目标的用水,体现了面向生态的水资源配置思想。所采用的配置模型是由系统集合、参数、变量、目标函数、平衡方程及约束条件、数据库等组成,将流域系统网络图构成的水传输拓扑关系、需水数据、工程参数、调度规则、方案组合等作为模型的输入,利用世界银行和美国GAMS公司研制的通用数学模型系统(GAMS)对该模型进行求解计算。通过运行艾比湖流域水资源合理配置模型,进行水资源配置分析并提出推荐方案,为艾比湖流域水资源综合规划决策提供合理的水资源配置依据。
Rational water resources allocation is one of the effective control measures in the sustainable water resources utilization. The long water series of simulating methods is adopted in constructing the rational allocation model of water resources on the basis of the water resources supply - demand analysis in Ebinur Lake basin, which has priority to satisfying the water use of ecological environment protective target and embodies the water resources allocation ideology. Adopted allocation model is composed of system aggregation, parameter , variable , target function , balance equation and constraint condition, data base etc., whose input is from the basin system network picture such as the water transfers topology relation, the requiring water data, project parameter , scheduling rule , scheme combination of etc., which is applied to find the solution making use of the World Bank and the General Algebraic Modeling System (GAMS) developed by the USA GAMS company. By running the rational allocation model of water resources in Ebinur Lake basin, the allocation analysis of water resources and recommending scheme, the rational allocation basis of water resources for water resources unified decision of Ebinur Lake Basin are carried out.
