武汉市可持续发展的主要问题和对策

MAIN PROBLEMS AND COUNTERMEASURES WITH REFERENCE TO SUSTAINABLE DEVELOPEMENT IN WUHAN

阐述了武汉市可持续发展战略的提出背景，明确了可持续发展的远景目标，全面分析了影响武汉市可持续发展的六个主要问题：城市经济发展不够，产品市场区域不大；城市人口增长过快，人口素质仍然不高；管理城市水平有阴，城市规划起点较低；交通设施建设滞后，居民住房严重不足；污染治理任务艰巨，生态环境不尽人意；洪涝威胁仍然较大，城市发展受长江制约。并就解决这些问题提出了对策措施，重点是转变政府职能，加快交通设施建设，贯彻“科教立市”基本市策，重新确立华中经济中心地位。同时还要重视住房和住区环境建设，落实人口政策，搞好可持续发展能力建设。

This paper presents the background of the strategy of sustainable development in Wuhan and the related long-range goal in the future.Six main problems influencing the sustainable development of Wuhan are analyzed.These problems are: Inadequate economic development,limited products marketing area;overgrowing and low average quality of city population;limited city management and planning level;backward communication facilities,serious shortage of residential houses;heavy pollution and unsatisfactory ecological environment;threat of flood and restriction on development caused by Yangtze River.Finally,some countermeasures to solve the problems are suggested.Main suggestions include:Transforming the role of government,rapidly constructing communication facilities,insisting on the policy of “Rejuvenating Wuhan by Science and Technology”,storing Wuhan into an economic center in central China,building residential houses and making environment of residential zones better,implementing the population policy and improving the ability of sustainable development.
