The Influence of Merging Villages into Towns for an Enlarged Scale on the Construction of the Village’s Party Branches and Countermeasures

撤乡并镇合村是农村税费配套改革中力度大、行动快、见效最明显的改革措施。这一改革措施既对村级党组织建设产生了积极影响,也带来了新的挑战。为此,应进一步明确村级党组织领导核心内涵,促使其向服务型政党转变,提高对其他村级组织的驾驭力;坚持公平正义,加强对村级事务的指导管理;充分发展党内民主和人民民主,促进乡村关系良性发展;加强村级党组织自身队伍建设。

Being a matching countermeasure of the reform of taxes and administrative charges that is a rigorous and rapid approach with obvious effects, merging villages into towns for an enlarged scale brought a positive influence on the construction of village＇s Party branches as well as a new challenge. Therefore, the following works should be done： further clarifying the implication of the leadership of village＇s Party branches so as to promote them to change into service-oriented Party branches; focusing on improving the level that village＇s Party branches lead other village-level organizations; upholding fairness and justice and strengthening village＇s Party branches＇ guiding village affairs; fully developing inner-Party democracy and people＇s democracy in order to promote the sound development of rural democracy; and reinforcing team construction of village＇s Party branches .
