发展党内民主能够增强党内和谐,遏制党内权力异化,促进党的科学决策,推进党的依法执政。实现党内民主要创新党内民主规范和制度,确立党内协商机制和程序,拓宽党内民主途径和渠道,发挥网络民主效应和功能。扩大党内民主应防止党内产生明显的派系,防止强化党内精英的权力,防止推进速度过热过快,防止照抄西方的民主模式。

Intra-Party democracy provides an important guarantee for promoting intra-party harmony, curbing heterization of power, promoting scientific decision-making and holding power in accordance with law. Intra-Party democracy can be attained by innovating in the democratic standard and system, setting up a mechanism and procedure for consultation, broadening the path to democracy and giving play to the effect and function of internet. In expanding intra-Party democracy, we must prevent factions from emerging in the Party and power of the intra-Party elite from being strengthened, and prevent copying democratic models of the West.
