中国绿色环境经济政策体系展望

Prospects for China’s Policies concerning Green Environmental Economy

环境经济政策在环境管理和保护中具有及时性与应激性的特点,能够有效地对各类市场主体进行基于环境资源利益的调整,有利于建立可持续利用环境资源的激励机制。因而,我们应当借鉴发达国家环境经济政策的成功经验,探索建立中国特色的环境经济政策体系。绿色税收、环境收费、绿色信贷、生态补偿、排污权交易、绿色贸易和绿色保险等为我国环境经济政策体系基本框架的建立提供了比较清晰的思路。

Environmental economy policy features timeliness and irritability for environmental management and protection, is able to effectively deal with all kinds of regulations made by market players based on environmental resources interests and benefits establishing an incentive mechanism for sustainable use of environmental resources. We, therefore, should draw on developed countries＇ successful experience in environmental economy policy, explore the way of establishing a policy system of＇environmental economy with Chinese characteristics. Such measures as green taxation, environmental fees, green credit, ecological compensation, trade in discharge right, green trade and insurance have provided us with a clear thinking on the basic framework of the policy system of environmental economy in the country.
