In the 1970s, the higher education in Japan developed at an extraordinary speed and realized the goal of mass higher education. At the same time, however, it has resulted in a serious decline in the quality of higher education, which calls for an urgent need for a reform in higher education. This article discusses the historical background, the objectives and content of the third educational reform in Japan. It also analyses the process and key steps of the reform, which is a referential experience for the higher educational reform in our country.
