摘要
从迎接知识经济和信息经济时代着眼,说明大力开发人力资源并从根本上转变人才观念以支持西部地区经济健康持续发展的重要性以及在人才观念转变基础上的教育体制创新的重要意义。研究西部大开发中的人力资源开发整体战略及思路,应该特别注意的是以依靠自身力量内生人才为立足点,结合外引和留用人才,完成西部地区人力资本的积累。
This article, from the perspective of meeting the knowledge-based economy and information-oriented economy era, indicates that it is important to develop human resources vigorously and transform talent conception radically in the hope of supporting the healthy sustainable economic development in the western regions. Special attention should be paid to the overall strategy and ideas for developing human resources that we should depend on our own efforts to develop the human resources, combine external introduction and retain talents so as to complete the accumulation of human capital.
