To build powerful provinces through higher education,with education of top quality as its soul, is a natural choice for the purpose of speeding up the transition from a country with a large population to a powerful country with plenty of human resources. The paper analyzed the present situation of higher education in Jiangsu Province by employing the four major categories of education quality concept,and explored the implementation of the strategy of building a powerful province through higher education.
