摘要
合同化在公务人员管理中的具体应用,主要表现为两种形态:集体层次的合同化与个人层次的合同化。集体层次的合同化,主要发生在行政部门与其公务员集体(工会)之间,现在已扩展至整个行政部门系统内;个人层次的合同化,主要适用于对公务人员的考核与评估,其中评估谈话作为一种有效的管理公务人员的合同化方式,将得到普遍推广。
The applications of contracting in the management of civil servants have two forms: the contracting of the collective and the contracting of the individual. The contracting of the collective happens between the administration department and its civil servants (trade union), which has now been extended to the entire administration system, while the contracting of the individual mainly lies in the examination and evaluation of the civil servants, among which, the conversational assessment, an effective mode of contracting in managing the civil servants, will be promoted extensively.
