论我国公共政策的价值偏离与重塑

On Value Deviation and Remolding of Public Policy in China

公共政策要以实现公共利益为基本价值取向,我国公共政策在制定和执行过程中都出现价值偏离的现象,存在着公共政策"缺位"、"越位"现象,严重影响公共政策功能的发挥,甚至引发一系列社会问题。因此,需要采取行之有效的措施诸如树立正确的公平观、公共政策制定以及执行过程要体现公平的价值取向,来纠正这些偏差,重塑公共政策的价值。

Public policy＇ s basic value is to achieve public interest. However, value deviation arises in the formulation and implementation of the public policy, such as ＂absence＂, ＂off- side＂, which has serious impact on public policy function, or may bring out a series of social problems. As a result, effective measures, such as establishing correct perspective, adopting fairness in drafting and executing the public policy, should be taken to reconstruct the value of the public policy and correct the deviations.
