摘要
基于中国非经营性政府投资项目代建制现有模式和5·12大地震灾后重建资金不足的现状,依据全生命周期投资理论、政府采购理论和私营主动融资模式,提出企业主导型代建制模式,主张赋予代建单位筹集建设资金的职能,为5·12大地震灾后重建提供一种新思路,同时对代建制模式进行创新。
Analyzing on the CAS of GNIP in China and financial budget not to meet the need of 5.12 postearthquake reconstructions, the CAS oriented by construction enterprises （CASOCE） is proposed, which is based on WLC, government procurement system and PFI. The model entrusts the function of raising money for post-earthquake reconstructions of GNIP to the contractor of CASOCE. It offers a new way for 5.12 post-earthquake reconstructions and brings forth new ideas in the CAS too.
