摘要
实施科技特派员制度对构建多元化科技服务体系的体制和机制创新,全面实施对落实科学发展观,完善农村科技服务体系,加快推进社会主义新农村建设具有重要意义。该文阐述了科技特派员制度的内涵,剖析了产生科技特派员制度的原因,在此基础上用制度经济学原理对其进行了分析,并提出了实施科技特派员制度的策略。
Implementation of science and technology commissioner has played significant role in the institution and mechanism innovation of building diversified S＆T service system, full implementation of scientific outlook development, improvement the rural S＆T service system and accelerating the new socialist countryside construction. The paper elaborates the connotation of S＆T commissioner system, exploring the reason of emerge S＆T commissioner system, analyzing this phenomenon by applying the institutional economics principle and then proposes the countermeasures for development S＆T commissioner system.
