摘要
以2008年南方低温雨雪灾害、5.12汶川地震灾害和2009年春旱灾害为实例,就各级政府及供水单位如何快速响应、科学应对农村供水突发事件、构建农村应急供水保障体系进行了探讨,提出了包括预防、预警、信息、物资、人员等方面的保障措施。同时,对农村应急供水的关键技术进行了分析,包括应急供水水质和水量标准、水质监测、水源选择及保护、净化及消毒、管网修复及临时管网建设、公共取水点建设等技术措施。
The paper discussed the responses made by the governments at all levels and the units of water supply when facing the extremely low temperature and snow-ice disasters of southern China, May 12th Earthquake in Wenchuan in 2008 and the Spring Drought in 2009, probed into how to establish the ensuring system for emergency water supply in rural regions and how to challenge emergent incidents in rural water supply, and analyzed the key techniques used in rural water supply.
