Evolvement of Farmland Protection Policies in China Since the Reform and Opening Up

文章将改革开放以来我国耕地保护划分为四个发展阶段:耕保意识开始觉醒期、耕保政策制定起步期、耕保政策体系初建期和耕保政策体系完善期;回顾、总结了各阶段的耕保政策及其主要特点;并对完善我国耕保政策提出建议:①进一步强化耕地保护共同责任制,②适时将耕保政策转化为法律,③大力发挥农民在耕地保护中的作用,④尊重和认可地方的耕地保护创新。

The paper divides China's farmland protection process since the reform and opening up into four stages: the awakening of farmland protection consciousness; the constituting of farmland protection policies; the establishment of farmland protection policy system and its improvement. Based on reviewing and summing up farmland protection policies at each stage and their characteristics, the paper puts forward next proposals for improving farmland protection policy system: 1. further strengthen responsibility system of farmland protection; 2. transfer farmland protection policies into the laws in real time; 3. bringing into full play the role of the farmers in farmland protection; 4. recognise and respect the innovation of the local governments in farmland protection.
