摘要
《中华人民共和国环境影响评价法》及土地整理开发实践都要求对土地整理规划进行环境影响评价,但目前我国土地整理开发规划环境影响评价还处于探索阶段。文章从全国规划层面、区域性规划层面和项目规划层面构建了土地整理开发规划的环境影响评价体系,并提出了各层面的环境影响评价程序和方法,以期为完善我国土地整理规划环境影响评价提供参考。
Environmental impact assessment is required by the 'Environmental Impact Assessment Law of People's Republic of China' and by the practice of land consolidation. However,this assessment in China is still in primary stage. The paper trys to establish an environmental assessment system of land consolidation planning from the levels of the national, regional and project planning, and puts forward the procedure and the methods of environmental impact assessment so as to promote improvement of environmental impact assessment of land consolidation planning.
