摘要
本文从机会游戏发展和彩票本质出发,以公平与正义为目标,探讨了政府规制彩票业的内在驱动力、价值选择和目标模式。在此基础上,构建了彩票业政府规制体系模型,并阐述了规制价值、规制体制和发行机制、分配机制、参与机制之间的逻辑关系。
With the view of the development of opportunity games and the nature of lottery, this article focuses on the inner driving force, value selection and target model of government regulation on the lottery industry. Based on the equity and justice, the paper designs a regulation system which includes the value of lottery regulation, regulatory system, issue mechanism, distribution mechanism and participation mechanism and illustrates the logical relationships between them.
