生态功能区划和主体功能区划是紧密联系、相互影响但又存在明显差异的功能区划。生态功能区划是主体功能区划的重要基础和依据,主体功能区划是保障生态功能区划落实的重要载体和途径。两项工作各有侧重,不能替代。因此,研究生态功能区划和主体功能区划的基本概念、编制依据、评价内容及其关系,对于指导两区划实践具有重要意义。

Ecological-functional zone division and main-functional zone division are in close contact with each other though there are significant differences in function. Ecological-functional zone division is the important foundation for main-functional zone division, while the latter is the significant vector and way for protecting the former. Both have different emphases, hence not a substitute. As a result, study on basic concepts, establishment, evaluation and the relationship between the two divisions is of great significance.
