我国房地产市场中地方政府行为的经济学分析

An analysis on the behavior of local government in real estate market

近几年我国部分城市的房地产价格呈现非正常上涨的趋势,地方政府在房地产市场中拥有推动房地产价格持续上涨的激励,而目前我国房地产市场的制度安排为地方政府将这种激励转变为实际行动提供了制度条件,从而使地方政府的行为对房地产市场的价格产生不容忽视的影响。这是造成近期我国房地产市场持续非正常"升温"的重要原因之一。本文以我国房地产市场中的地方政府行为为研究对象,在"经济人"假设的基础上,运用经济学的分析方法,对地方政府行为进行成本收益分析,并解释地方政府在房地产市场中的行为选择,以期通过理论和实证的研究,为规范政府行为、促进我国房地产业持续健康发展提供一种思路。

Since the reform and opening-up,the real estate market in China has experienced fast development.This paper focuses on the cost and benefit of local government in the real estate market,and comes to the conclusion that,with the monopoly right,the local government has the strong incentive to raise the house price.On the hypothesis of 'the economic man',this paper makes a cost-benefit analysis on the government's behavior and explains the government's choice in China's real estate market.The aim is to find a way to standardize and optimize the government's behavior and change the government's role from 'the economical man' to the deputy of public interest for the healthy operation of China' s real estate market.
