摘要
农村土地的规范有序流转,有利于推进城乡经济社会发展一体化进程、促使乡土中国走向现代中国。为此,必须贯彻党的十七届三中全会精神,制定《土地流转法》,加强土地流转法制建设,完善土地流转管理机构职能,发展土地流转服务组织,推进农村土地规范有序流转。
Orderly circulation of farmland contributes to promoting the process of ubranization and making China change from agricultural nation to modern state. Therefore, it is necessary to advocate the ideas formed after the 3rd Plenary Session of the 17th CPC Central Committee. Such ideas consist of the following aspects: setting up Farmland Circulation Law, strengthening legal construction, perfecting administration functions, developing service organizations, and promoting orderly circulation of farmland.
