以民主化为取向的政治发展是现代化发展的内在要求,而其战略选择和实际成效直接影响现代化的发展。随着改革开放,中国政治发展经历了三十年。中国三十年成功的发展得益于中国政治长期有效作用于中国的经济与社会发展。创造政治的有效性是中国三十年政治发展的基本战略,其核心是:在保证政治对经济和社会发展有效作用的前提下,顺势而动,积极推进政治建设和发展,推进民主化进程。所以,中国的政治发展是从创造政治有效性出发的,并在保持政治对经济与社会发展有效作用的过程中,逐步深化和扩大民主化,不断累积政治的合法性,以保证政权的稳定和国家的整体进步。

The democratic political development is the inherent requirement of modernization which is relatively influenced by strategic choice and the effectiveness of political development.China has experienced three decades of successful political development since the reform and opening-up.The success depends on the long-term effectiveness with which Chinese politics has played a role in economic and social development.The basic strategy of the three decades is to create political effectiveness.Therefore,Chinese political development started from here,deepening and expanding the democratic construction and accumulated political legitimacy so as to guarantee the political stability and an overall progress.
