Environmental management system for water source areas in Dongjiang River Basin

以中央—地方的纵向层次和政府部门的横向层次形成的纵横交错管理格局为切入点,以东江流域为案例,分析了东江水源环境管理的制度体系。通过东江水源纵横管理机构的职能、管理范畴及其功能、权限之间的对比,指出目前东江水源管理在决策、执行、执法、管理、支援、协调职能和权限上存在的冲突和问题,提出相应的建议和对策,为现阶段东江水源有效保护和环境管理提供政策支持。

As environmental management involves the work of central and local governments and different departments of government, the environmental management system of water source areas in the Dongjiang River Basin is analyzed through the comparison of the functions, management content and jurisdictions of different departments and governments. Conflicts and problems exist in decision-making, execution, law enforcement, management, support, and coordination. Corresponding suggestions and measures are presented to support the effective protection and environmental management of water source areas in the Dongjiang River Basin.
