再论国有资产管理体制改革的目标与基本思路

On the Reformal Objective and Foundamental Train of Thoughts of the Administrative Institution of State-owned Assets

国有资产管理体制改革的目标,第一是有利于提高国有资产的运行效率,并指出了效率评价的一般规则,尤其强调对经营性国有资产的效率评价不能简单等同于盈利评价。第二要有利于改善和调整国有经济布局和结构,实现国有资产的优化配置。第三要有利于改善和增强国家对经济的宏观调控能力,促进国民经济稳定和健康发展。第四要有利于建立和完善社会主义市场经济体制。国有资产管理体制改革要明确国家与政府的关系;明确国资委的权力体系;明确政府管理和使用国有资产的权责。

The thesis observes the reformal objective of administrative institutions of state - owned assets should be as follows： Firstly, it will enhance the circulating effiency of state - owned assets, and point out general rules of efficey valuation, especially the fact that rules of effiency valuation of managing state - owned assessts cannot be sim- ply equal to rules of the profit valuation; Secondly, it will improve and adjust ecomomical structure and layout and optimize arrangement of state - owned assets; Thirdly, it will help to improve and reinforce the macroeconomics control＆adjust. Lastly, it will help to the establishment and perfection of social market economy. The thesis also of- fer the detailed thought about the reform of administrative institutions of state - owned assets which should include as follows： clarify the relations of state and government; clarify the power arrangement of state - owned assets Supervi- sion and Administration Commission of State Council; clarify the power and obligation in administration and use of state -owned assets by government.
