This article discusses the conception and the features of land expropriation system, the principles which must be followed in China, and the scope and standards for land compensation and emigrant settlement. At the same time, it analyzes the present problems in the system design of land expropriation and law system in the process of highway construction, and put forwards to corresponding suggestions and countermeasures.
