摘要 通过特尔菲法和层次分析构建人力资本投资的管理风险评估体系,并以12家的医院人事部主任、中层管理者和副高级以上职称员工共508位作为研究对象,运用模糊综合评价法,对投资中的管理风险进行综合评价。医院在人力资本配置与使用环节管理风险程度中等,在预决策投资管理环节风险程度较大;不同级别医院在人力资本流失环节风险程度不一,在人力资本流失现状方面,三级医院风险程度较小,二级医院风险程度较高;而在潜在人力资本流失风险方面,三级医院要高于二级医院。建议医院管理者实行人力资本投资风险管理;规范医院人力资本运营,关注人力资本投资预决策环节中存在的管理风险;关注医院支撑层人力资本流失风险。 The author first using Delphi and AHP to construct the assessment system of the management risk in human capital investment. This paper choose 508 objects, including personnel manager, midlevel manager and senior employees. And using FCE to evaluate the risk of management. The risk of distribution and use is moderate, and the risk of prediction and decision is high. The risk degree of the different level hospitals is different in the losing risk. The tertiary hospitals have less risk than the secondary hospital in the status of the losing risk. But the tertiary hospitals have more risk. than the secondary hospital in the potential losing risk. The hospital managers should carry out the risk management in the human capital investment and pay attention to the management risk in prediction and decision. At last, losing risk of hospital' s support layers cann't be ignored.
