金融危机对国际、国内市场都造成了巨大冲击,危机下我国中小企业首当其冲,然而中小企业占到我国企业总数的99%以上,对我国就业、社会稳定、经济发展起着重要的作用。金融危机下正确认识中小企业的发展困境,出台合理的财税政策,对中小企业的发展至关重要。
