Path Selection of Developing Our Environmental Conservation Industry

我国环保产业发展迅速,效果显著,但总体上还不能完全适应经济发展和环境保护的需要。存在的主要问题有:缺乏有效的宏观管理,环保法律法规不健全、执法不严,环保产业市场化程度较低、融资机制不健全,环保产业结构不合理、技术落后等。从政府引导及自身发展角度看,应选择如下发展路径:修订《环境保护法》,完善法律法规,完善环保产业政策体系,加强环保产业的综合管理,加大政府环保投资;鼓励企业和社会公众为主体的环保投资;大力推进环保产业技术进步与推广,加快培养环保人才等。

Environmental conservation industry in our country progresses rapidly and effectively, but has not suited completely for the demands of economic development and environmental protection. The major issues are lack of effective macro - management, unsound laws and regulations for protecting environment, less - strict implementation of laws, low level of marketization of environmental industry, imperfect mechanism of raising fund, irrational structure of the industry and backward technology, etc. In the view of governmental guidance and market development, the paper put forward to emend Environmental Protection Law of the P. R. C. , improve related laws and regulations and policy system of the industry, strengthen its complicated management, increase input of the field, encourage enterprises and non -governmental capital to invest, improve the spreading of technical progress, and foster qualified personnel of environmental protection.
