Development roadmap of exploration on promoting IRBM in China

This paper presents the necessity of promoting IRBM in China, an analysis of the obstacles and unfavorable factors on the implementation of IRBM and a perspective and its basic framework of IRBM. It is considered that, the IRBM needs to be performed in a progressive way that is fit for the practical condition of China and the trend of river basin management. Meanwhile, a development roadmap and its preferential action of river basin legislation, authorities and regulation technologies for realizing IRBM are discussed for the goal of sustainable development of a river basin RBM
