长江流域建设项目水土保持监督管理现状及对策

Status and countermeasures for supervision and management of water and soil conversation for construction projects in Yangtze River Basin

加强生产建设项目水土保持工作是保障流域经济社会可持续发展的基础。介绍了长江流域生产建设项目现状及近年水土保持监督检查的成效,特别是专项监督执法行动对流域大型生产建设项目实施中切实落实水土保持"三同时"制度(与主体工程同时设计、同时施工、同时投产使用)的推动作用。分析了流域生产建设项目水土保持监督管理工作存在的问题,提出了加强监督管理的具体建议。

The improvement of water and soil conversation for the productive and construction projects is the foundation of the sustainable development of social economy in a river basin. This paper presents an introduction to the supervision results of such projects of Yangtze River Basin in recent years. Especially, it offers the pushing effect of specific supervision and law enforcement for promoting ＂Three Simultaneous＂ （designing, constructing and putting in use simultaneously） system in the implementation of large construction projects in the basin. In addition, an analysis on the problems existed in supervision and management of water and soil conservation for the construction projects in the basin is carried out, and detailed suggestions for strengthening such supervision and management are put forward.
