基于总量收费标准的火电厂负荷优化分配的研究 被引量:1

Research on optimal load allocation for thermal power plants based on total quantity pollution charge standards

摘要 随着我国对污染物排放总量收费制度的实施,污染物排放收费对火电厂已不再是微不足道,应把它跟燃料成本一起算为电厂的可变成本。基于总量收费标准,建立了较传统煤耗率更加经济环保的综合指标,将此指标用于火电厂负荷优化分配的研究,分析了分配后的结果。 As China has implemented the total quantity pollution charge policy, fees on pollutant discharge are no longer negligible for power plants, and it should be considered together with the cost of fuel as the variable cost for power plants. Based on the total quantity pollution charge standard, an aggregative indicator which takes more into account of economy and environmental protection than the conventional indicator of coal consumption rate was established. The new indicator was used to study optimal load allocation for thermal power plants and the results were analyzed.
