突发事件已成为世界各国公共发展领域所面临的一种常态,人类的生存和发展面临着巨大的威胁和挑战,为了减少突发事件的发生,降低突发事件可能带来的损失,世界各国都在积极行动,共同探索应对突发事件的经验、技术和方法。从构建应急管理科技创新体系的背景与重大意义出发,界定了应急管理、应急管理技术、应急管理科技创新体系的概念,分析了应急管理科技创新体系的特性,在此基础上提出了应急管理科技创新体系构建的基本思路和主要研究方向等。

Public emergencies frequently occur in the public sectors all over the world and have become big threat and challenge to the mankind＇s survival and development. In order to decrease their frequencies and lower their damages, nations of the world are taking actions to seek for experiences, technologies and methods to deal with public emergencies. The thesis begins with introduction to the background and significance of constructing the technical innovation system of public emergency management. Then it defines public emergency management, public emergency management technology and the technical innovation system of public emergency management. It analyzes characters of the technical innovation system of public emergency management and finally puts forwards the basic path to construct it.
