The Phase Features and Strategic Thoughts of Urban-rural Integration

破解城乡二元结构、促进城乡一体化是我国当前面临的重要任务。我国正处于城乡一体化的探索阶段,应以继续推进城镇化和工业化作为动力,以农民非农化转移、新农村(含小城镇)建设、农业现代化为内容,以区域协调机制为手段,分区域、分阶段、分重点,稳步强化区域互动、缩小城乡差别、破解城乡二元结构,争取最终实现城乡一体化。

Solving the problem of dual structure and realizing the integration of rual and urban areas the important undertaking in China. We should promote it in the respects of the modernization of agriculture and the construction of rural areas, as well as non-agricultural employment of famers, driven by urbanization and industrialization. The integration should be promoted forward firstly in some subareas and grading,with some emphasis. In that way, the regional cooperation could be strengthened, the gap between rual and urban areas could be narrowed, and the dual structure could be eliminated, finnally the integration of rual and urban areas could be realized.
