人口政策下农村家庭儿童人力资源开发现状与问题——基于西安市高陵县的实证分析

Research on the Development of Children's Human Resource of the Families in Rural China under the Population Policy——Based on the Spot Investigation in Gaoling County of Xian

人口政策限制了农村社会未来人力资源的数量,解读当前农村家庭对儿童人力资源开发的内容和方式,提高其人力资源质量对未来农村社会的发展十分重要。在对西安市高陵县部分学生及农户调查的基础上,以健康和教育作为家庭儿童人力资源开发主要内容,分析了当前农村家庭的儿童人力资源开发中存在的内容不均衡、时间支出不充裕及教育方式简单化等问题。研究表明,新形势下提高农村家庭的儿童人力资源开发能力和水平,需要政府、社会及家庭多方的相互协作与努力。

The population policy formulated by our government has been implemented effectively for restraining the excessive growth of population in rural areas in the country. Improving the quality of the rural children＇s human resource is one of the effective ways to reduce the disadvantages which result from the population decrease, and the social development in rural areas in the future. The data from the spot investigation in Gaoling county of Xian show that there are some disadvantages which influence the quality of the development of the ehildreng human resource in rural areas. This paper suggests that the cooperative efferts of government, society and families should be needed in order to strengthen the ability of the development of the children＇s human resource in rural China.
