水库移民身份确认的政策思考

Some policy considerations on identification of reservoir resettlers

为了探讨农村移民生产安置人口的身份确认对移民安置质量的影响,以奉节县为例,对三峡农村移民生产安置人口身份确认的相关政策进行了梳理,分析了其中存在的规划生产安置人口低于实际生产安置人口、土地承包权过时、政策外新增人口被排除在外等冲突与缺陷。从宏观的角度,提出项目业主与移民协商机制应是未来水库移民身份确认的思路。

To study the influence of the identification of rural population with production resettlement on the quality of reservoir resettlement,Fengjie County was taken as an example.The policy about the rural population with production resettlement was reviewed.Some collisions and defects were found and analyzed: the planning rural population with production resettlement were smaller than the actual ones,the household responsibility was out of time,and the increasing population caused by the violation of policy were excluded.It is put forward that the project owner negotiating with the resettlers about their identification should be the trend in the future.
