The Efficiency of Chinese Welfare Policy for Street Children:A Perspective of the Street Children

我国对流浪儿童实施"保护性"的救助政策。流浪儿童救助政策的目标是要在临时救助流浪儿童的基础上,强制性地将他们护送回家。对流浪儿童的民族志调查发现,在没有致力于解决流浪儿童问题产生的根本原因的情况下,这种"保护性"救助政策未能切实满足流浪儿童的需要,不能有效救助流浪儿童。流浪儿童福利政策的革新,需要特别考虑流浪儿童自己的生存实际与主观选择。

A 'Protective' policy model is adopted in China to save the street children.The aim of this policy is to send the children back to their birth families by forceful measures.This ethnographic study finds that welfare policy aiming to forcefully restore the street children into their birth family could not achieve its pre-set aim unless the fundamental causes of the problem of street children are solved.The current Chinese welfare policy for street children fails to effectively help the children.Policy makers needs to pay special attentions to the street children's particular life conditions and adequately respect their personal choices.
