On the Institutional Support of the Medium and Small Enterprises in the Complicated Economic Situation

面对2008年出现的复杂多变的经济形势,部分中小企业陷入了生存和发展的困境,包括信心不足、订单大幅下滑、成本上升、资金短缺和劳资矛盾尖锐等。调研表明,这既有金融危机的影响,也与国家宏观政策的作用有关,既有企业自身的原因,也与地方政府的行为有关。对此,要根据不同情况对企业进行分类指导,以转变发展方式为主线进行相应的制度安排。

Facing the complicated and changeable economic situation in 2008, some medium and small enterprises fall into the plight in their survival and development, specifically speaking, their lack of confidence, severe reduction of orders, ascending of cost, capital shortage and sharp labor and management conflict. Research shows that besides the present financial crisis the other causes can be the state macro economic policy, the production and management of the enterprises and the local government as well. Therefore, the instruction should be given considering the difference and the institutional support be provided focusing on the transformation of the developing mode.
