论述将处方药转化为非处方药与药物监察的关系。认为加强药物监察工作，促进处方药的转化是开发非处方药的重要手段之一。指出我国在开展药物监察方面虽取得了一定的成绩，但尚需健全监察管理体系，努力学习国外先进的管理模式。

This essay describes the effect of drug monitoring for prescription (Rx) to OTC. In order to develop OTC, it is one of the important measures to strengthen the supervision of the drug and promote the change from Rx to OTC. In China, some achievements have been made in the drug monitoring,but the management system of drug monitoring has to be perfected and the advanced foreign modes of management have to be learned.
